It might depend on you state laws but I know when my mom was using drugs I took her to the hospital and the doctor admitted her to the rehab center after I told him about her problems. If she has a regular doctor I would call and talk to him/her. If that doesn't work you could try calling an AA center. You can get a number from the phone book or searching online.
