Can I legally get a piercing or tattoo in the state of VA if I am 17 years old with a parent present?

I'm in the Hampton Roads area, 17 years old and looking to get my lip pierced or to get a tattoo. HOWEVER, I can not find any legal statment that is clear enough to tell me or my father if I MUST be 18 or if I can have the piercing with my father present at the parlor. Can I legally get a piercing or tattoo in the state of VA if I am 17 years old with a parent present?
You'd have to go to your local tattoo/piercing shops and ask around. Some places will absolutely not tattoo someone under 18, but will pierce with a parent there. Some will allow for both to be done with a parent or guardian there if under 18, some neither. It depends. It varies from shop to shop where i live, but i've only been able to get piercings with my mother when i was underage, no tattoos. Can I legally get a piercing or tattoo in the state of VA if I am 17 years old with a parent present?
The site below says that it is legal in the state of Virginia with the consent of a parent.
No if a parent is there you are fine.

Go ahead and get some band name tattooed on your arm so you can regret it in a couple of years.
yes with parent consent im pretty sure
