You really need to look into state law. But with the situation and 8 ppl in house I really don't think the mother will say anything because social services is liable to get involved. I think 17 is old enough. I think it depends on state law though. She should go to Dept of Social Services and ask to become an emancipated minor. They will tell her what the laws are.

I don't know about the rest of the U.S. but you are leaglly able to move out of your parents house at the age of 18. But most people wait until they are in college...a few years after they graduate from high school.

i think it's any age they feel necessary, i believe it's called emancipation... definitely take her in and help her out
